Of course it’s based on different things: the complexity of the design, which CMS platform will be used,  and additional graphics like logos etc, just to name a few. Often people do not understand the steps involved or the complexity of designing for the web. Many things are involve from designing the actual graphic design in PhotoShop/Illustrator to coding the pages and making sure they work in different browsers.
